PTA Rules:
I. പാരന്റ് ടീച്ചർ അസോസിയേഷൻ എങ്ങനെ സംഘടിപ്പിക്കാം
രക്ഷിതാക്കളുടെ വിശ്വാസവും സഹകരണവും നേടിയെടുക്കാൻ അധ്യാപകർ ആത്മാർത്ഥമായ പരിശ്രമം നടത്തുകയാണ് പാരന്റ് ടീച്ചർ അസോസിയേഷൻ എന്ന സംഘടനയുടെ ആദ്യപടി. അധ്യാപകന് തന്റെ കുട്ടിയുടെ വളർച്ചയിലും ക്ഷേമത്തിലും താൽപ്പര്യമുണ്ടെന്ന് മനസ്സിലാക്കുമ്പോൾ മാതാപിതാക്കൾക്ക് ഈ സഹകരണം നൽകാതിരിക്കാനാവില്ല. മാതാപിതാക്കളുടെ സഹകരണം നേടിയെടുക്കാൻ ഇനിപ്പറയുന്ന നുറുങ്ങുകൾ അധ്യാപകനെ സഹായിച്ചേക്കാം.
1. കുട്ടികളുടെ വിദ്യാഭ്യാസവുമായി ബന്ധപ്പെട്ട എല്ലാ കാര്യങ്ങളിലും സ്വതന്ത്രമായി സംസാരിക്കാൻ മാതാപിതാക്കളെ ക്ഷണിക്കുകയും പ്രോത്സാഹിപ്പിക്കുകയും ചെയ്യുക.
2. സാമൂഹിക-സാംസ്കാരിക പശ്ചാത്തലത്തിലുള്ള കുട്ടിയെ മനസ്സിലാക്കാനുള്ള ക്ഷമ.
3. വീടുമായി ബന്ധപ്പെട്ട് സ്കൂളിന്റെ പ്രവർത്തനങ്ങൾ വ്യാഖ്യാനിക്കാനും വിദ്യാഭ്യാസത്തിലും വിദ്യാർത്ഥികളുടെ വളർച്ചയിലും മാതാപിതാക്കളുടെ സഹകരണ സൗകര്യങ്ങൾ കാണിക്കാനുമുള്ള കഴിവ്.
4. മാതാപിതാക്കളുടെ കാഴ്ചപ്പാടിലേക്ക് ധാരണ വിപുലീകരിക്കുക.
5. കുട്ടിയുടെ വളർച്ചയിലും ക്ഷേമത്തിലും അധ്യാപകന് യഥാർത്ഥമായും ആത്മാർത്ഥമായും താൽപ്പര്യമുണ്ടെന്ന് മാതാപിതാക്കളെ വിശ്വസിപ്പിക്കുക.
അധ്യാപകരും രക്ഷിതാക്കളും തമ്മിൽ നല്ല ബന്ധം സ്ഥാപിച്ചുകഴിഞ്ഞാൽ, രക്ഷിതാക്കളുടെയും അധ്യാപകരുടെയും ഒരു കോൺഫറൻസിൽ പാരന്റ് ടീച്ചർ അസോസിയേഷൻ രൂപീകരിക്കുന്നത് ബുദ്ധിമുട്ടുള്ള കാര്യമല്ല.
സംഘടിപ്പിക്കുമ്പോഴെല്ലാം, ആ സ്കൂളിന് ചുറ്റുമുള്ള സമൂഹത്തിലെ രക്ഷിതാക്കൾക്കും അധ്യാപകർക്കും ഇടയിൽ ധാരണയും സഹകരണവും വളർത്തുന്നതിനും വികസിപ്പിക്കുന്നതിനുമുള്ള ഒരു സംഘടനയായിരിക്കണം അത്. സ്കൂളിന്റെ റോളിലുള്ള വിദ്യാർത്ഥികളുടെ രക്ഷിതാക്കളും അധ്യാപകരും അല്ലെങ്കിൽ സ്കൂളിലെ ജീവനക്കാരും അസോസിയേഷനിൽ അംഗങ്ങളാകും.
II. അസോസിയേഷന്റെ പ്രവർത്തനങ്ങൾ
ഇനിപ്പറയുന്നവ അസോസിയേഷന്റെ പ്രവർത്തനങ്ങൾ ആകാം:
1. കുട്ടികളുടെയും യുവാക്കളുടെയും ക്ഷേമത്തിനായി മാതാപിതാക്കളും അധ്യാപകരും തമ്മിലുള്ള ധാരണയും സഹകരണവും പ്രോത്സാഹിപ്പിക്കുക.
2. മെച്ചപ്പെട്ട സ്കൂളുകൾക്കും മെച്ചപ്പെട്ട വീടുകൾക്കുമായി സാമൂഹികവും സാമ്പത്തികവും സാംസ്കാരികവും വിദ്യാഭ്യാസപരവുമായ പുരോഗതിക്കായി പ്രവർത്തിക്കുക.
3. കലയും കരകൗശലവും പഠിപ്പിക്കുകയും സാംസ്കാരിക പരിപാടികൾ, സമ്മേളനങ്ങൾ, ചടങ്ങുകൾ, സെമിനാറുകൾ എന്നിവ ക്രമീകരിക്കുകയും ചെയ്യുക.
4. പഠനവും അധ്യാപനവും സംഘടിപ്പിക്കുകയും സമൂഹത്തിന്റെ ജീവിതം സമ്പന്നവും സന്തോഷകരവുമാക്കുകയും ചെയ്യുക.
5. മുതിർന്നവരോടും അധ്യാപകരോടും, പൊതുസ്ഥാപനങ്ങളോടും, നമ്മുടെ പാരമ്പര്യങ്ങളോടും സംസ്കാരങ്ങളോടും മറ്റും ഉള്ള ആദരവും ആദരവും കുട്ടികളിൽ സഹായിക്കുകയും വികസിപ്പിക്കുകയും ചെയ്യുക.
6. കുട്ടികളുടെ വിദ്യാഭ്യാസ പുരോഗതിയിൽ അതീവ താത്‌പര്യമെടുത്ത്, വീട്ടിൽ ആനുകാലിക പരിശോധന നടത്തി അധ്യാപകരെ അവരുടെ ജോലിയിൽ സഹായിക്കാൻ മാതാപിതാക്കളെ സഹായിക്കുക.
7. സ്കൂളിലെ ഭൗതിക സൗകര്യങ്ങൾ മെച്ചപ്പെടുത്തുന്നതിന് സഹായിക്കുക.
അസോസിയേഷനുകൾ അതിന്റെ അംഗങ്ങളിൽ നിന്നും ആവശ്യമായ ഭാരവാഹികളെ, പ്രസിഡന്റ്, ട്രഷറർ തുടങ്ങിയവരെ തിരഞ്ഞെടുക്കും. എന്നാൽ സ്കൂളിലെ പ്രധാനാധ്യാപകർ എപ്പോഴും അതിന്റെ കൺവീനർ ആയിരിക്കും. അസോസിയേഷന്റെ ഭാരവാഹികളായി അധ്യാപകരെ തിരഞ്ഞെടുക്കാത്ത ഒരു കൺവെൻഷൻ രൂപീകരിക്കുന്നത് നന്നായിരിക്കും.
ഇനിപ്പറയുന്നവ കൺവീനറുടെ ചുമതലകളായിരിക്കും :
1. സംരക്ഷകനാകുക എന്നത് കൺവീനറുടെ ചുമതലകളാണ്.
2. അസോസിയേഷനെ പ്രതിനിധീകരിച്ച് ഔദ്യോഗിക കത്തിടപാടുകൾ നടത്തുക.
3. അസോസിയേഷൻ നിയമിക്കുന്ന സബ്കമ്മിറ്റികളുടെ അസോസിയേഷന്റെ യോഗങ്ങൾ വിളിച്ചുകൂട്ടുക.
4. എല്ലാ മീറ്റിംഗുകളുടെയും മിനിറ്റ്സ് സൂക്ഷിക്കാൻ.
5. അസോസിയേഷന്റെ അക്കൗണ്ടുകൾ പരിപാലിക്കുക.
അസോസിയേഷന്റെ ഫണ്ടിൽ ഇവ ഉൾപ്പെടുന്നു:
1. അതിന്റെ അംഗത്തിൽ നിന്നുള്ള അംഗത്വ ഫീസ്. കൂടാതെ
2. അംഗങ്ങളിൽ നിന്നുള്ള സംഭാവനകൾ.
ആദ്യഘട്ടങ്ങളിൽ അംഗത്വ ഫീസ് വേണമെന്ന് നിർബന്ധിക്കാതിരിക്കുന്നതാണ് ബുദ്ധി. ഓരോ വ്യക്തിഗത അസോസിയേഷനും അതിന്റെ പ്രവർത്തനത്തിനായി സ്വന്തം നിയമങ്ങൾ രൂപപ്പെടുത്തും.
പരിശോധന നടത്തുന്ന ഉദ്യോഗസ്ഥർ തങ്ങളുടെ കീഴിലുള്ള സ്കൂളിലെ രക്ഷാകർതൃ അധ്യാപക സംഘടനയുടെ പ്രവർത്തനത്തിൽ അതീവ താൽപര്യം കാണിക്കുമെന്ന് പ്രതീക്ഷിക്കുന്നു.
1. അധ്യാപകർക്കും രക്ഷിതാക്കൾക്കും ഒരുമിച്ചുകൂടാൻ ഇടയ്ക്കിടെ അവസരങ്ങൾ നൽകാം.
2. ക്ലാസ് ടീച്ചർ പാരന്റ് റിപ്പോർട്ട് സ്ഥാപിക്കാൻ കഴിയുന്ന തരത്തിൽ രക്ഷാകർതൃ യോഗം ക്ലാസ് തിരിച്ച് സംഘടിപ്പിക്കാവുന്നതാണ്.
3. മാസത്തിൽ ഒരിക്കലെങ്കിലും രക്ഷിതാക്കളുടെ യോഗം സംഘടിപ്പിക്കാവുന്നതാണ്.
4. പഠിക്കുന്ന കുട്ടികളെ കാണാൻ രക്ഷിതാക്കളെ സ്കൂളിലേക്ക് ക്ഷണിക്കാം.
5. നിർദിഷ്ട അല്ലെങ്കിൽ തിരഞ്ഞെടുത്ത പ്രദേശങ്ങളിലെ എല്ലാ അധ്യാപകർക്കും അദ്ദേഹം വീട് സന്ദർശനങ്ങൾ അനുവദിച്ചേക്കാം.
6. ഗൃഹസന്ദർശനത്തിൽ അധ്യാപകർക്ക് പ്രത്യേക പരിശീലനം നൽകാം.
7. മാതാപിതാക്കൾ ജോലിയിൽ ഏർപ്പെട്ടിരിക്കുന്ന പ്രദേശത്തെ താൽപ്പര്യമുള്ള സ്ഥലത്തേക്ക് വിദ്യാർത്ഥികളെ വിനോദയാത്രയ്ക്ക് കൊണ്ടുപോകാം.
8. രക്ഷിതാക്കളുടെ സഹായത്തോടെ സ്കൂളിന്റെ പ്രവർത്തനങ്ങൾ ആസൂത്രണം ചെയ്യാം.
ഒരു സ്കൂളിന്റെ രക്ഷാകർതൃ-അധ്യാപക അസോസിയേഷൻ ഈ നിർദ്ദേശങ്ങളുടെ ഉപകരണത്തിന് അനുസൃതമായി അതിന്റെ ഉപനിയമങ്ങൾ രൂപപ്പെടുത്തുകയും അംഗീകരിക്കുകയും ചെയ്യും. അത്തരം ഉപനിയമങ്ങൾ സ്കൂളിന്റെ നിയന്ത്രണത്തിലുള്ള വിദ്യാഭ്യാസ ഓഫീസറുടെ അംഗീകാരം നേടിയിരിക്കണം. G.O(P) 169/84/G.Edn, dated: 20/08/1984, അതിനാൽ ഇനി മുതൽ സ്കൂളിലെ അധ്യാപകരെ ഒഴികെ. ഒരു പ്രത്യേക സ്‌കൂളിൽ പഠിക്കുന്ന കുട്ടികളില്ലാത്തവരെ ഡീബാർ ചെയ്യുമെന്ന് ഉത്തരവായി.
ഡെപ്യൂട്ടി ഡയറക്ടർമാർ (എഡി.), ജില്ലാ വിദ്യാഭ്യാസ ഓഫീസർമാർ, അസിസ്റ്റന്റ് എജ്യുക്കേഷണൽ ഓഫീസർമാർ, സംസ്ഥാനത്തെ എല്ലാ സ്‌കൂളുകളിലെയും തലവൻമാർ എന്നിവരോട് ഈ നിയമങ്ങൾക്കനുസൃതമായി സ്‌കൂളുകളിൽ രക്ഷിതാക്കളെ - ടീച്ചേഴ്‌സ് അസോസിയേഷനുകൾ രൂപീകരിക്കാൻ ഇതിനാൽ നിർദ്ദേശിച്ചിരിക്കുന്നു.
1. വിദ്യാർത്ഥികളുടെ പ്രവേശന സമയത്ത് LPS, UPS, HS എന്നിവിടങ്ങളിലെ രക്ഷിതാക്കളിൽ നിന്ന് അംഗത്വ ഫീസ് രൂപ 1,3, 5 എന്നിവ പരിഗണിക്കാവുന്നതാണ്.
2. അംഗങ്ങൾ ഏതെങ്കിലും വിദ്യാർത്ഥിയുടെ രക്ഷാധികാരിയാകുന്നത് അവസാനിപ്പിക്കുമ്പോൾ ജനറൽ ബോഡിയിലെ രക്ഷിതാവ് അംഗമാകാനുള്ള അവകാശം സ്വയമേവ ഇല്ലാതാകുന്നതാണ്. ആ സ്‌കൂളിൽ നിന്ന് അധ്യാപകനെ സ്ഥലം മാറ്റുന്നതോടെ അധ്യാപക അംഗമാകാനുള്ള അവകാശം ഇല്ലാതാകും.
3. എക്സിക്യൂട്ടീവ് കമ്മറ്റിയിലെ അംഗങ്ങളുടെ ഒഴിവുകൾ ജനറൽ ബോഡിയിൽ നിന്ന് അംഗങ്ങളെ സഹകരിപ്പിച്ചോ തിരഞ്ഞെടുത്തോ ഉടൻ നികത്താവുന്നതാണ്.
4. എക്സിക്യൂട്ടീവ് കമ്മിറ്റിയുടെ കാലാവധി ഒരു വർഷമായിരിക്കും.
5. കമ്മിറ്റിയിലെ അംഗങ്ങളുടെ എണ്ണം ഒരു തരത്തിലും 15 കവിയാൻ പാടില്ല.
6. ജനറൽ ബോഡിയിൽ നിന്ന് തിരഞ്ഞെടുക്കപ്പെട്ട രണ്ട് പേരന്റ് പ്രതിനിധികൾ അടങ്ങുന്ന ഒരു കമ്മിറ്റി എല്ലാ വർഷവും അസോസിയേഷന്റെ വരവും ചെലവും ഓഡിറ്റ് ചെയ്യും.
7. സംസ്ഥാനത്തെ എല്ലാ സ്കൂളുകളുടെയും തലവൻ എല്ലാ അധ്യയന വർഷവും ജൂലൈ ഒന്നാം വാരത്തോടെ സ്കൂൾ തലത്തിൽ രക്ഷാകർതൃ-അധ്യാപക അസോസിയേഷൻ രൂപീകരിക്കും.
മേൽപ്പറഞ്ഞ എല്ലാ നിർദ്ദേശങ്ങളും സ്കൂൾ മേധാവി സൂക്ഷ്മമായി പാലിക്കുന്നുണ്ടെന്ന് കൺട്രോളിംഗ് ഓഫീസർ കാണും. സ്‌കൂളുകൾ സന്ദർശിക്കുമ്പോഴോ പരിശോധന നടത്തുമ്പോഴോ അവർ ഇത് പരിശോധിക്കുകയും അവരുടെ റിപ്പോർട്ടുകളിൽ വീഴ്ച വരുത്താതെ ഒരു കുറിപ്പ് രേഖപ്പെടുത്തുകയും ചെയ്യും. ഈ സർക്കുലറിന്റെ രസീത് അംഗീകരിക്കണം.

I. How to organise Parent Teacher Association
The
first step towards the organisation of Parent Teacher Association, the
teachers has to make a genuine attempt to win the confidence and
co-operation of the parents. The parents cannot but offer this
co-operation when they realise that the teacher is interested in the
growth and well being of his child. The following tips may help the
teacher to win the co-operation of parents.
1. Invite and encourage the parents to talk freely on all matters relating to the education of their children.
2. Patience to understand the child in the socio-cultural back - ground from which the comes.
3.
Ability to interpret the functions of the school in relation to home
and show parental co-operation facilities in education and pupil growth.
4. Extending understanding to the parents point of view.
5. Making the parent believe that the teacher is really and sincerely interested in the growth and welfare of the child.
Once
good relations are established between teachers and parents it should
not be difficult to form Parent Teacher Association at a conference of
Parent and Teacher.
Whenever
organized, it should be an organization for fostering and developing
understanding and co-operation between the parents and, teachers in, the
community .around that school. The parents of pupils on the rolls of
the school and teachers or the staff of the school shall become members
of the Association.
II. Functions of the Association
The following can be the functions of the association.
1. To promote understanding and co-operation between parent and teachers for the welfare of children and youth.
2. To work for the social, economic, cultural and educational advancement for better schools and better homes.
3. To organise teaching of arts and crafts and arrange for cultural programmes, conferences, functions and seminars.
4. To organise the study, teaching and to making the life of the community richer and happier.
5. To help and develop in children respect and regard for elder and teachers, common institution, our traditions and culture, etc.
6. To help parents assist the teachers in their work by taking a keen interest in the educational progress of their children and by periodical check up at home.
7. To help in improving the physical facilities in the school.
The associations shall elect from among its members, the necessary office bearers, like President, Treasure etc. But the Headmasters of the school shall always be its convener. It will be good to evolve a convention by which teachers are not elected office bearers of the Association.
III. Duties of the Convener
The following shall be duties of the convener
1. To be the custodian be the duties of the convener.
2. To conduct the official correspondence on behalf of the association.
3. To convene meetings of the Association of subcommittees appointed by the Association.
4. To keep the minutes of all the meetings.
5. To maintain accounts of association.
IV. The Funds of the Association
The funds of the association shall consist of:
1. Membership fee from its member and
2. Donations from the members.
In the early stages it may be wise not to insist upon membership fee. Each individual association shall frame its own bye-laws for its working.
The inspecting officers are also expected to take keen interest in the working of the parent teachers association of the school under them.
V. How to obtain active parent-teacher co-operation:
1. Frequent opportunities may be provided for teachers and parents to meet together.
2. Parent's meeting may be organised class-wise so that it is possible to establish class teacher parent report.
3. Parents meeting may be organised at least once in a month.
4. Parents may be invited to the school to see their children at study.
5. Home visits may he allotted to all teachers in specified or selected areas.
6. Teachers may be given special training in home visits.
7. Pupils may be taken on excursions to place of interest in the locality where parents are engaged in work.
8. activities of the school may be planned with the help of the parents.
VI. Bye Laws of school association
The Parent-Teacher Association of a school will frame and accept its Bye-laws consistent with this instrument of instructions. Such Bye-laws must be got approved by the Educational Officer in the control of the school. According to G.O(P) 169/84/G.Edn. dated 20 th August 1984 it was ordered that hence forth other than teachers of schools, .who do not have children studying in a particular school will be debarred
The Deputy Directors (Edn.), District Educational Officers, Assistant Educational Officers and heads of all schools in the State are hereby directed to constitute parents - Teachers Associations in Schools according to these rules, also.
1. Membership fee Rs. 1,3 and 5 may be realised from the guardians in L.P.S., U.P.S. and H.S. irrespectively at the time of admission of pupils.
2. The right to be a parent member of the General body should automatically be terminated, when that members ceases to be a guardian of any pupil on rolls, the right to be a teacher member ceases as and when the teacher is transferred from that school.
3. The vacancies if members of the Executive Committee may be filled up immediately by co-opting or electing members from the general body.
4. The term of office of the executive committee shall be one year.
5. The number of members of the committee should not in any way exceed 15
6. The income and expenditure of the Association shall be audited every year by a committee consist-
ing of two parent representative elected from the General Body.
7. The Head of all schools in the state will constitute the Parent-TeacherAssociation at school level by the 1st week of July itself of every academic year;
The controlling officer will see that all the above instructions scrupulously followed by the head of the school. At the time of visit or inspection of schools they will check this and make a note in their reports without fail. The receipt of this circular should be acknowledged.
